President
Bianca M. Constance (member, New York City Chapter)

Bianca Constance is an Executive Assistant at the Securities Industry and Financial Markets Association where she works closely with Ileane F. Rosenthal, Executive Vice President in charge of Global Communications and Member Engagement.

Bianca is responsible for preparing, compiling and distributing materials for all GC/ME teleconferences, staff meetings and events, as well as member meetings and teleconferences. She assists the GC/ME staff in the designing and creation of informational materials as well as developing and maintaining spreadsheets and databases. Bianca participates in fact-finding and other research duties as requested by staff members, as well as making travel arrangements and other secretarial and administrative duties as requested. In addition, Bianca drafts the market close recommendations for SIFMA's Calendar Committee for press distribution, posts the recommendations to www.sifma.org and provides editorial and administrative support to the various departments which report to Ms. Rosenthal.

Prior to joining SIFMA in June of 1998, Bianca was an Executive Assistant to the president and treasurer at Transglobal Sea Carriers, responsible for satellite telecommunications, general correspondence, hardware/software upgrades, vendor quotations and tracking of accounts payable. And before that, she spent 5 years working as a market research analyst, first for CIGNA in Bloomfield, Connecticut and then for NYLCare in New York City.

Bianca joined IAAP and the New York City Chapter in July of 2002 and has held the offices of Corresponding Secretary (2003-2005), President (2005-2006) and Vice President (2006-2007), as well as the Recording Secretary for the Inter-County Council (2003-2004). She served as 2006 and 2007 Committee Chair to the ICC's Administrative Professionals Day event. Bianca is a past Editor of the Chapter's award-winning newsletter, Admins in the Apple. Bianca was a recipient of the 2006 Distinguished Chapter President's Award. Bianca has served New York State Division as its Treasurer (2007-08) and Vice President (2008-09).

Bianca has a Bachelor of Music in Vocal Performance from Virginia Commonwealth University and an Artist's Diploma in Opera and Voice from Hartt School of Music. She enjoys travel, theatre and music. She is currently the soprano soloist at Christ Episcopal Church in Hackensack, NJ, and in her spare time, she advocates for various environmental and animal rights organizations.


Vice President
Jennie Barchet CPS/CAP (member, Flower City Chapter)

Jennie will be celebrating her 28thh anniversary with Bausch & Lomb this year. Jennie provides administrative support to R. Ann Vu, John D. Boselli, and K. Rao Gurijala, PhD, in the Global Quality department. She joined IAAP in 1999 and has attended Northeast District Conventions, New York State Division Annual meetings, International Conventions, Certification Seminars, and Professional Education Seminar.

On the chapter level, Jennie has been Membership/Certification Chair, Arrangements Co-Chair, Member-of-the-Year chair and is currently APW chair, Nominations Chair, and Ways & Means Co-chair. Jennie served as board member, Vice President and two terms as chapter president.

Jennie is a vocalist and currently sings as a soloist in her church choir, sung the National Anthem at a Rochester Americans hockey game, 2006 Annual meeting and several Town of Greece community events. Jennie enjoys traveling- especially cruises, flower gardening, needlework, reading and word puzzles. She says that at the very first meeting she attended, she knew that the Flower City Chapter of IAAP was home. Since then, it has brought her out of her shell and has been a catalyst to get her out of her comfort zone. Through IAAP she has developed her self-confidence and has become a pro-active agent of change.

Jennie has been happily married to her husband Gary for 35 years and they have 2 cats- Shadow and Max. Although never blessed with children of their own, they have enjoyed their 5 nephews and two nieces and currently spoil their grandnieces Jenna and Azara and grandnephew Zachary.
 

Secretary
April Kelsey CAP (member, Syracuse Chapter)

April began her administrative professional career at the tender age of 17, as a clerk-typist at the Cayuga County Youth Corps office in Auburn, NY. From there she had a few temporary part-time jobs while raising her family. In 1979 she began work full-time at Health Services Medical Corporation (PHP) in Baldwinsville, NY, as a medical secretary in the Dental and Vision Departments. She began taking college business courses in 1987 and was promoted in 1994 to administrative assistant to the senior vice president of marketing and the general counsel. She was further promoted in 1999 to administrative supervisor of the corporate support staff. After PHP was acquired by Excellus BlueCross/BlueShield in October of 2001, and there was no evident position for her at the Syracuse office, April began a job search. Fate landed her at C&S Companies in Syracuse, where she has been the administrative assistant for the Transportation Group since April of 2002. She is a member of the C&S Accountability Team and the C&S Community Service Team.

Previously a member and officer of the National Association of Legal Secretaries (NALS), April joined IAAP in 2001 as a means to enhance her career and those of her staff at PHP. She was elected Syracuse Chapter Secretary 2005-2006 and President 2006-2008. During this time she has met wonderful new friends from all over New York State, advanced her professional skills, and has attained her CAP certification.

April is a widowed mother of six grown children and seven grandchildren. She enjoys spending time with her family and friends, church activities, music, reading, interior design courses, cross-stitch, and NASCAR! She lives in Baldwinsville, NY, with her two cats, Taz and Minnie.


Treasurer
Diana Rockwell Wetmore (member, Elmira-Corning Chapter)

Diana has been a member of IAAP since September 1994. She has been active in her chapter and on the division level during her membership. Starting at program chair in 1995, she served as newsletter chair in 1996 and 97 and received the chapter’s secretary of the year designation. Diana has served as audit committee chair, committee on nominations chair, has served on the scholarship committee and was secretary, president-elect, vice present, and four terms as president. On the division level, she sat on the newsletter committee and was chairman the following year. As seminar chair for the Northeast District Conference in 2000, in Corning, she was able to bring an internationally known speaker and two dynamic local speakers to the consciousness of 180 attendees.

As church secretary for the Penn Yan United Methodist Church, her duties are varied and range from producing the weekly bulletins and monthly newsletters, finding transportation for parishioners to co-chairing their annual bazaar. She also serves as a mentor to at risk middle school girls in a knitting program through Yates County ProAction. She has been employed there part-time since January 2007. Previously Diana was the administrative assistant to Vincent R. Valicenti, President and CEO of Valicenti Advisory Services, Inc., in Elmira, where she was employed for 14 years. Her background includes financial projections, vault holdings, and new accounts. Previous employment provided experience in billing, accounts receivable, ordering wholesale plumbing parts, retail, and office equipment dealer sales.

Diana was widowed in 2005 and married her second husband Steve at the International convention in Reno in 2006, with 26 New York State Division members attending. She has four children, three stepdaughters, and seven step grandchildren ages 2 to 14. Her interests include reading, knitting, sewing, cross-stitch, crocheting, baking, mystery and comedy TV, and spending time with her husband and 14-year-old daughter.
